The Yellow Canaries had been closely linked with a £12 million bid for the Bosnian international during the winter transfer window.
The Bosnian international scored 26 goals last season and played an important role in helping City lift the Premier League title but has struggled this season.
Dzeko only has four goals in all competitions this season and the £28 million arrival of Wilfred Bony is expected to push Dzeko further down the pecking order.
Fenerbahçe wanted to add a big name to their squad in January to aid in their bid to win a record 20th Turkish League title.
The Yellow Canaries are currently first in the Turkish Super Lig with 42 points and face rivals Trabzonspor next week.
