Turkish giants Fenerbahce are interested in the Mata and are in pursuit of a new attacking midfielder with Diego Ribas set to leave.
The Yellow Canaries would be able to offer the 28-year-old regular first team and Champions League football next season were he to make the move.
Stoke City, Everton and Villarreal are all also interested in Mata according to the Sunday Express.
