“Beşiktaş are in talks with Spartak and my father who is representing me,” Özbiliz said.
“The negotiations are ongoing, everything will be out in the open very soon.”
Özbiliz suffered an injury blow during an international friendly between Armenia and Algeria on 31 May 2013 which ruled him out for six months.
The Armenian international has recovered from injury and returned to training 1.5 months ago.
The 24-year-old joined Spartak on an €8 million move from Kuban Krasnodar in 2013.
Özbiliz was born in in the Bakırköy district of Istanbul, Turkey to Armenian parents and moved to the Netherlands as a child where he later played for Ajax.
The Spartak star could have represented Netherlands at international level but opted for Armenia instead.
Özbiliz would be able to play as a domestic player in Turkey and avoid the foreign player ruling due to being born in Istanbul.
The 24-year-old has a total of four goals and two assists in 30 appearances for Spartak.
Özbiliz still has three-years left on his contract and is valued in the region of €4 million.
