The deal is reported to be worth €1.4 million per-season but the Black Eagles are yet to release a statement confirming an agreement is in place.
The latest developments follow Beşiktaş board member Mete Vardar confirming interest in Arslan following the arrival of Porto right-back Daniel Opare in Istanbul, Turkey yesterday.
“Tolgay is a very promising player, he is someone we are waiting to see here but it would be wrong to talk about the talks before he signs an official contract,” Vardar told NTV Spor.
The 24-year-old can enter direct talks with other clubs as his contract is set to run out at the end of the season.
The Germany and Turkey U20 international moved to Hamburg from Dortmund in 2009 on a free transfer.
Arslan has two assists in 15 appearances in all competitions for HSV this season.
