“Bilic sent Tolgay a message saying that if he joins Beşiktaş he will take him to England when he takes charge of a Premier League side next season,” Hacıosmanoğlu told Derin Futbol.
Bilic denied these claims in a statement released on the official Beşiktaş website.
The statement read: “The rumours spread by Trabzonspor president Ibrahim Hacıosmanoğlu are completely false.”
Bilic has been closely linked with a move to the Premier League but has underlined that he is happy at Beşiktaş.
Arslan was closely linked with Trabzonspor but opted to sign for Beşiktaş instead of the Black Sea Storm.
The 24-year-old is currently in Istanbul, Turkey and is expected to officially sign for the club later today.
