Fenerbahce would struggle to match Sunderland’s transfer fee demands as they must adhere to Financial Fair Play rulings next season.
The Yellow Canaries would have to sell a key player of similar value in order to make the transfer without running into trouble.
Lens has been statistically the best performing layer in the Turkish league this season and Fenerbahce are desperate to keep hold of their star man in what has otherwise been a disappointing season.
Lens has four goals and 13 assists in all competitions this season.
The Istanbul giants are currently 4th in the league table with Trabzonspor and Antalyaspor breathing down their neck.
Fenerbahce are all but out of the title race, 12 points behind league leaders Besiktas.
