Besiktas could face competition from Istanbul but would be able to outbid their Istanbul rivals and would be likely to offer Champions League football.
The Black Eagles are currently first in the league and are favourites to defend the league title this season.
Turkish sports media outlet AMK recently revealed that Chelsea have transfer listed Fabregas and are open to his sale.
The report also claimed that talks between Galatasaray manager Igor Tudor and Chelsea boss Antonio Conte have taken place.
Conte and Tudor were teammates together at Juventus and remain close friends.
Fabregas has six goals and eight assists in 27 appearances for Chelsea in all competitions this season.
The Spanish international will have two-years remaining on his contract at the end of the season.
