Van Ginkel joined PSV on loan in January and has been in impressive form scoring five goals and providing two assists in nine appearances for the Dutch giants this season.
Fenerbahce are planning an overhaul over the summer after a disappointing season.
The Istanbul giants are currently fourth in the league, 11 points behind leaders Besiktas and look unlikely to catch the reigning champions.
The title race looks over for Fenerbahce but second place is still up for grabs, the Canaries are six points behind second-places Basaksehir.
