Besiktas club president Fikret Orman was recently in London with representatives from the Black Eagles.
Fotomac report that Orman along with Umut Güner met with officials from Chelsea and watched the Blues 2-1 defeat against Crystal Palace.
The Black Eagles have been closely linked with a move for Blues ace Cesc Fabregas over recent weeks.

The Black Eagles could however, face competition from Italian giants AC Milan.
Fabregas cost Chelsea £27 million from Barcelona in 2014, AC Milan are considering a bid for the same fee this summer according to the Telegraph.
Fabregas looked destined for a summer exit after a limited number of starts and cameos off the bench left question marks regarding his future.
The Spaniard has managed to fight his way back into the team which has raised doubts whether he will be put up for sale at the end of the season.
Fabregas will still have another two-years left on his contract at the end of the season but despite starting four of the last six Premier League games Turkish sports newspaper AMK claim that the Blues will consider offers this summer.
