Tosun now has 21 goals and three assists in all competitions for the Istanbul giants this season.
Turkish-Football recently reported that Tottenham have been scouting Tosun.
Besiktas value the 25-year-old striker as being worth at least £17 million.
The Takvim newspaper quoted a Besiktas spokesperson as saying: “Cenk is a key player, we would only consider offers of €20 [£17m] million for him, otherwise he will stay.”
Tosun is expected to start for Besiktas against Lyon in the Europa League on Thursday.
