The 20-year-old is the highest scoring Turkish international player in Eredivisie history.
The young striker has excelled at FC Twente but he would be unable to play in the Premier League due to not having a work permit.
City would be able to appeal to the Home Office on the basis of Unal being a special talent capable of contributing to football in England.
A source close to Unal revealed to Turkish-Football that City do not plan to sell the striker over the summer.
City’s priority is to loan Unal over the summer to a more competitive side than FC Twente.
