The 29-year-old has eight goals and 13 assists in 76 games for Fenerbahce since joining on a £2.13 million [Transfermarkt] move from Bursaspor in 2015.
The Turkish international scored twice and provided four assists in 35 appearances for the Yellow Canaries in all competitions this season.
Sen would not requite a work permit to play in England despite being a non-EU player as he has featured in the Turkish national team setup over the last two years.
