Campbell has been a Galatasaray target for the past few seasons.
The 28-year-old has enjoyed loan stints at Olympiakos, Villarreal, Lorient, Real Betis and Sporting Lisbon.
The experienced winger struggled at Sporting this season scoring just three times and providing four assists.
Galatasaray could however, face competition from Turkish league champions Besiktas who are also interested.
Besiktas president Fikret Orman is preparing for a round of talks with Arsenal over Campbell according to Fotospor.
The Black Eagles have also made signing an additional winger a priority.
The Istanbul giants sold Olcay Sahan in January, his Aras Ozbiliz barely got any playing time resulting in an over reliance on Ricardo Quaresma and Ryan Babel.
Campbell has another 12 months remaining on his Arsenal contract but has yet to sign an extension.
