Manchester City had not previously been linked with a move for Under but are now clear favourites to sign the rising star.
City sent club officials to Istanbul for talks with Basaksehir a source close to the player revealed to Turkish-Football.
The Citizens have made an offer and negotiations are expected to continue throughout the day.
Talks between the two sides have been ongoing behind closed doors for weeks and negotiations are now at an advanced stage.
Basaksehir are demanding €10m for the Turkish international and want City to loan him back for a season if the deal if completed.
A deal has yet to be agreed upon but the Istanbul minnows are confident an agreement will be reached.
The Manchester based outfit would have to loan Under out next season as he would not be granted a work permit unless the Home Office deem him an ‘exceptional talent’.
The rising star had an impressive debut season in the Super Lig, establishing himself as a first-team star.
Under played a key role in Basaksehir finishing the season as surprise runners-up and reaching the Turkish Cup final.
The Turkish international ace scored nine times and provided seven assists in all competitions.
