A source close to Under revealed all to Turkish-Football regarding the transfer.
Liverpool fans may be happy to know their rivals Manchester United were interested in Under but missed out on the deal.
United kept tabs on Under throughout the season. Meanwhile Manchester City actually made a €9 million bid which would have rose to €3 million.
Talks between City and Basaksehir were ongoing since last Thursday.
The Citizens were closing in on a deal until Roma trumped their bid and offered Under a role as a first team player.
Under will break the previous transfer fee record held by Arda Turan who joined Atletico Madrid from Galatasaray for €12.47m in 2011.
The 19-year-old joined Basaksehir on a €700,000 move from Altinordu last season and went onto become one of the players of the season.
Under scored nine times and provided seven assists in all competitions last term, playing a key role in his side finishing as Super Lig runners-up and the Turkish Cup final.
