Turkish outlet Fanatik claim that Dortmund are demanding £18 million for the rising star.
Mor was expected to be made available for a short-term loan but it now appears Dortmund are prepared to sell him for the right price.
The Bundesliga giants stand to make over double on the £8.3 million [Transfermarkt] they paid for Mor last season despite the Turkish international struggling for playing time.
Mor only made 12 Bundesliga appearances under Thomas Tuchel last season.
The Reds could face competition from the likes of Celta Vigo, Fenerbahce and Wolfsburg.
In fact Mor’s agent Muzzi Ozcan has already revealed that 14 club have made an offer for Mor.
Turkish-Football reported Ozcan as saying: “Fourteen offers have been made for Emre Mor but Borussia Dortmund have yet to respond to any of the bids.
“It is not clear yet what will happen, he could even leave on loan or stay at Dortmund.”
