Per the source, the Black Sea Storm plan to complete the move by Wednesday.
The Super Lig giants want Sissoko on a one-year loan.
Sissoko is also reported to be keen on the move as it offers him a chance of first team football.
The powerful midfielder is keen on regular action next season as he wants to keep his place in the France national team.
Trabzonspor president Muharrem Usta has made no secret of interest in Sissoko and already confirmed talks are underway.
“We are in talks with Moussa Sissoko,” Usta was quoted as saying by Turkish-Football.
“He is a very important player, Tottenham paid £35 million for him.
“He didn’t live up to expectations last season but this can happen in football.
“We want to loan him and get his career back on track.
“Obviously Tottenham do not want to give up on a player they paid that kind of money for but we will see.”
