The Barcelona board have ruled out a move for Atletico Madrid winger Arda Turan according to radio Cadena SER.
The report claims that the provisional board has not given the authority for the transfer to go ahead but that decision could be over-ruled following the presidential election on 18 July.

Mundo Deportivo claimed that Turan will sign for Barcelona on a €35 million move but his agent Ahmet Bulut denied being in talks with the La Liga champions.
“I have not spoke with anyone from Barcelona these newspaper stories are just rumours,” Bulut told NTV Spor.
“I am not going to say where Arda is going right now it is not the right time I would love to say but in three to four days the club will let you know anyway.”
The latest developments would make Barcelona an unlikely destination for the Turkish international who has already confirmed he will be leaving Atletico Madrid over the summer.
Turan’s agent Ahmet Bulut already confirmed that his client will be joining a club over the next few days and is unlikely to wait until mid July to complete his move.
The 28-year-old winger has also been closely linked with Chelsea and Manchester United.
Chelsea are currently the bookmakers favourite to sign the bearded winger with Betvictor giving the Turkish international odds of 1.33 to sign for the Blues.
