Fenerbahçe are expected to bring in younger players this season to reduce the average age of the squad. Several of the first-team are over the age of 30 including captain Emre Belözoğlu, Portuguese internationals Raul Meireles as well as Bruno Alves and striker Pierre Webo.
The Yellow Canaries could also face competition from rivals Galatasaray who were closely linked with the Costa Rican international in January.
Campbell received a number of offers in the summer but Gunners boss Arsene Wenger wanted Campbell to stay at the North London based club before eventually letting him go on a temporary move.
The 22-year-old was loaned out to Villarreal at a later stage in the season after failing to establish himself in the Premier League.
