The Yellow Canaries are willing to pay Arsenal a fee to sign him in January.
Fenerbahce will be able to enter direct talks with Wilshere at the end of the year but if they want him over the transfer window they may have to pay Arsenal a fee.
Wilshere has under 12 months remaining on his contract and will be made a free agent next summer if a new deal is not agreed.
The Istanbul giants have reportedly offered the England international a lucrative contract with assurances of being a first team player.
Wilshere has struggled for playing time this season making just two Premier League appearances.
If the 25-year-old were to make the move it would be his first stint outside of England.
