Jack Wilshere will be able to sign for any side on a free transfer on 1 July 2018.
Wilshere will be out of contract at the end of the month.
The England midfielder has already confirmed he will leave Arsenal once his contract runs out.
“I can confirm that I will be leaving Arsenal Football Club when my contract expires at the end of June,” Wilshere said on his official Instagram account.
“Following a number of extensive conversations with those at the club, and in particular a recent meeting with the new manager, Unai Emery, I felt I was ultimately left with little choice but to make the decision I have due to purely footballing reasons.”
Turkish journalist Volkan Demir revealed that talks progressed well and Wilshere left Istanbul yesterday.
Demir said that Fenerbahce will officially unveil the transfer on Monday.

Turkish-Football reported that Fenerbahce have made an offer and held talks in Istanbul with Wilshere and his representatives.
The 26-year-old traveled to Istanbul on a private jet along with Phillip Cocu who was officially unveiled as the manager of Fenerbahce soon after arrival.
On the flight was Wilshere’s representatives Wasserman COO Fahri Ecvet and agent Neil Fewings.
Wilshere met with Fenerbahce sporting director Damien Comolli for crunch talks and was shown the club grounds.
