The club were willing to pay Turan €17 million per season on a three-and-a-half year contract deal.
Enrique has now blocked two potential exits for the attacking midfielder after turning down an offer over the summer.
Turan and his agent Ahmet Bulut have however, repeatedly stated that they have never considered leaving the La Liga giants.
Bulut told Turkish-Football.com that Turan is happy at Barcelona and is not seeking an exit.
Turan currently earns over €5 million per-season at Barcelona and his contract runs until 2020.
Enrique pushed for Turan’s transfer from Atletico Madrid in 2015 and convinced the Turkish football star to join despite the Barcelona transfer ban.
Turan had to wait six-months until the end of the transfer ban until he could play for Barcelona.
The 30-year-old has been in great form for Barcelona this season scoring 13 times and providing seven assists in what has been his most productive campaign – in terms of goals scored and assist provided – since moving to Spain from Galatasaray.
The experienced attacking midfielder started in Barca’s Copa del Rey victory over his former side Atletico Madrid which saw the reigning champions progress to the final where they will face Alaves.
Barcelona take on Alaves next in the league but Turan is a doubt for the game after missing training this week.
Turan was spotted in London meeting with Chelsea star and former Atletico Madrid teammate Diego Costa.
Turan shared a picture with Costa on his official Instagram page as did the Spanish international who was attending the birthday party of Blues youngster Kenedy.
