The Yellow Canaries do not want to sell Kjaer but will listen to offers that match their valuation.
Fenerbahce decided to increase their asking price for Kjaer following growing interest from across Europe.
Arsenal became the most recent club to join the race and made an enquiry for the Denmark international.
As Turkish-Football have already reported, Chelsea have been keeping tabs on Kjaer throughout the season.
Kjaer has also attracted interest from the Serie A where he has experience playing for Roma and Palermo.
The Istanbul giants may be forced into selling players to make transfers over the summer due to being under the watch of UEFA Financial Fair Play.
An additional financial problem could pose itself if Fenerbahce fail to secure European football next season.
The Canaries are in a precarious position in the league, 12 points behind leaders Besiktas in 4th place with Antalyaspor and Trabzonspor breathing down their neck.
Kjaer is currently out injured but he has been one of Fenerbahce’s most in form players this season.
The 28-year-old was picked in the Europa League Team of the Group Stage and has established himself as a star player as well as a leader under the stewardship of Dick Advocaat.
