Besiktas are set to send club president Fikret Orman to England for talks with Liverpool over Mesut Ozil according to the Fotomac sports newspaper.
Per the source, Orman will hold talks with the Reds after his trip to France.
The Black Eagles will make a loan bid for the England striker.
Sturridge reportedly wants first-team football next season and is considering his options after falling down the pecking order in the Liverpool side.
The England forward scored just three goals in all competitions last term – failing to score a single goal on his six-month loan at West Brom.
Fotomac report Sturridge as being a transfer priority for the Black Eagles, describing him as being a unique ‘weapon’.
The problem is Sturridge has just 12 months remaining on his contract.
If the Reds were to send him on loan they would miss out on a transfer fee as he would be a free agent at the end of next season.

Besiktas would cover all or at least part of his £100,000 a-week wages.
Liverpool reportedly want £15 million for the 28-year-old according to The Times.
The report claims that Fenerbahce and La Liga outfit Sevilla are keen on the forward.
The Yellow Canaries finished the league campaign as runners-up, Besiktas meanwhile, wrapped up the season in fourth-place after lifting the Super Lig title the previous two terms.
