Klaassen joined Everton from Ajax for a lofty £23.6 million last summer but has gone on to make just seven Premier League appearances for the Toffees.
Per the source, Besiktas are open to the deal as they are on the hunt for a replacement for Anderson Talisca who will return to his parent club this summer after his loan deal expires.
Fanatik go onto state that Everton are keen to land Ozyakup due to his familiarity with January signing Cenk Tosun.
