Fenerbahce are aware of the interest being shown in Kjaer and have increased their asking price from £13.3 million [€15m] to £17.5 million [€15m].
The Takvim newspaper meanwhile report that the Gunners have made a £10.5 million bid for the Denmark international.
Kjaer does have another two-years remaining on his contract and has settled into life in Istanbul.
The experienced defender has established himself as a star player and is a fan favourite.
Fenerbahce will however, sell Kjaer for the right price as they are under Financial Fair Play (FFP) pressure.
