The report does however, state that the Blues have yet to make an official bid.
Under has already revealed that he wants Premier League football and that joining Chelsea or Manchester United would be a dream come true.
“The league I really want to play in is the Premier League and I would also love La Liga,” Under recently stated.
“I want to play for Manchester United or Chelsea, also Barcelona or Real Madrid.”
Turkish-Football reported that Premier League clubs have been keeping close tabs on Under’s rise to fame over the 2016-17 season.
Basaksehir do however, want to keep Under on at the club for another season and value him as being worth £10.5 million [€12m].
Club president Goksel Gumusdag is currently considering the offers but has yet to make his final decision.
Gumusdag recently confirmed Premier League sides scouting the 19-year-old as well.
“There were scouts from Premier League scouts and La Liga teams at the Besiktas derby,” Gumusdag was quoted as saying by Turkish-Football.
Basaksehir ended up beating Istanbul their rivals 3-1, with Under playing a starring role scoring a brace.
The 19-year-old also put on impressive performances in the 4-0 and 2-1 victories over Galatasaray, scored again in the 1-1 draw against Besiktas and started in the 1-0 win over Fenerbahce.
United also monitored Under towards the end of the season sending Eastern European scout to the match against Genclerbirligi game in May.
