However, Mohamed Salah and Sadio Mane have both returned in time to make the bench.
Additionally summer arrival Fabinho will start but Naby Keita is out injured with a sore neck.
Adam Lallana has recovered from injury and starts tonight.
The defence will be comprised of Virgin van Dijk, Clyne, Gomes and Robertson.
Daniel Sturridge starts upfront with 17-year-old Curtis Jones on the wing.
Pep Guardiola meanwhile is missing several key players.
Raheem Sterling, John Stones, Fernandinho, Gabriel Jesus, Sergio Aguero, David Silva, Vincent Kompany and Kevin De Bruyne are all out.
A name familiar to Turkish football followers will be Jason Denayer who spent last season on loan at Galatasaray, he starts tonight.
Leroy Sane has been named on the bench while summer signing Mahrez starts.
