Cengiz Under is rated as one of the brightest young talents at Roma after an impressive debut season scoring eight times and providing two assists.
The Giallorossi managed to hijack a deal for Under last summer after almost agreeing terms with Manchester City.
Turkish-Football sources revealed Under’s representatives were in advanced talks with City.
The Citizens planned to loan Under out to Freiburg and were about to complete the transfer before Roma swooped in offering a higher transfer fee and the prospect of first-team action.
CalcioMercato reported yesterday that the Citizens are monitoring Under with the view to buy in a future transfer window.
Turkish-Football understand that City have been keeping tabs on the 20-year-old since Roma snapped him up last summer.
The Manchester based outfit always viewed the Turkey international as a long-term prospect.
Under would not have been able to play in England last season due to not having a work-permit.
The plan was to loan the winger out and bring him into the first-team in the future.
Tottenham and Manchester United have also been monitoring Under since he burst onto the scene in February.
Both sides are in the market for a winger. Under plays predominantly on the right-wing but can play on the left and in a central attacking position.
Roma have issued a hands-off warning to all clubs plotting moves for Under this summer, additionally, the winger wants to stay on for at least another season.
The Giallorossi could however, be prepared to sell Under next summer for the right price.

The young winger is expected to see his value skyrocket if he continues developing at the same rate next season.
