Marseille could face competition from Chelsea. A source close to Fenerbahce told Turkish-Football.com that the Premier League leaders have been scouting Kjaer and have made enquiries regarding his availability.
Kjaer does have history playing in France for fellow Ligue 1 outfit Lille, who he joined Fenerbahce from in 2015.
The report goes onto state that Fenerbahce could be open to offers that match their €15 million valuation over the summer.
The Yellow Canaries are currently 4th in the league, 12 points behind leaders Besiktas.
Fenerbahce would book a place in European competition next season if they stay in the top four but with Antalyaspor and Trabzonspor breathing down their neck they have no certainty of booking a place in the Europa League or Champions League.
The Canaries would suffer a blow to their finances if they miss out on European football and may be forced into selling their most valuable players.
Kjaer has been in impressive form for Fenerbahce this season and picked in the UEFA Europa League team of the group stages.
Fenerbahce topped Group A, finishing ahead of Manchester United and Dutch giants Feyenoord.
Kjaer was the only Fenerbahce and Turkish league player to make the UEL Team of the Group Stage.
