The Lions have established a close working relationship with City after previously signing Jason Denayer on a loan deal.
Mangala joined City for a £32 million transfer fee from Porto in 2014 but struggled to settle in.
The France international is currently on loan at Valencia and will return to the Etihad at the end of the season.
The La Liga outfit want Mangala on a permanent move according to Marca but Financial Fair Play restrictions will make the deal impossible.
Valencia are already walking a FFP tightrope and will not be able to afford the transfer fee.
Mangala has a £15 million release fee which Valencia will not be able to activate.
