The Istanbul minnows are reluctant to accept an offer below their asking price for the 19-year-old nicknamed the Turkish Dybala.
The first round of talks did not reach a successful conclusion but negotiations are expected to continue.
City could however, face competition from rivals Manchester United and Juventus.
Tuttospor report that the Juventus will send a club official to Istanbul on Sunday to negotiate a deal.
Basaksehir manager Abdullah Avci recently revealed that the Red Devils and Tottenham have been keeping tabs on Under in a recent interview with Turkish state broadcaster TRT Spor: “Yes, it’s true there is some interest for Cengiz. It’s normal that the clubs like Tottenham and United are showing interest for him because the kid is a good footballer.”
Under does have another four-years remaining on his contract but has made no secret of the fact he wants Premier League football.
The Turkish international is set to embark on his first – and his clubs first – Champions League campaign next season.
