The Daily Star report that Spurs boss Mauricio Pochettino is keen on a move for the star midfielder and that £12 million would be enough to prize him away from Besiktas.
The Black Eagles are however, keen on keeping Ozyakup at the club over the summer.
It will come down to the decision of Ozyakup who currently holds all the cards.
The 24-year-old will have just 12 months left on his contract at the end of the season.
Besiktas president Fikret Orman has already confirmed that they will offer him a new deal but it will be up to Ozyakup whether to sign or not.
Ozyakup is no stranger to the Premier League having risen through the ranks at Arsenal before joining Besiktas in 2012.
The star midfielder provided an assist in the 4-3 victory over Trabzonspor last weekend to take his season tally to four goals and six assists in all competitions.
