The victory cut the lead between the Gunners and league leaders Leicester City down to two points.
Leicester City took the lead in the first half when Jamie Vardy scored his 19th goal of the season from the penalty spot.
The Foxes went into the half time interval ahead but got off to a terrible start in the second-half when Danny Simpson was sent off.
The north London based club had to wait until the fourth minute of additional time to score the winner.
Ozil delivered a pinpoint set-piece ball that found the head of Welbeck who was playing his first game of the season.
