The Reds came close to signing Talisca last summer according to O Jogo but the deal fell through after failing to gain a work permit.
Talisca would currently be unable to play in England unless he gets a Brazilian international cap or if the FA grant him a waiver on the basis of being a special talent.
The powerful midfielder has played for the Brazil U21 side and was called up to the senior team against Turkey and Austria for an international friendly but did not feature in either game.
The 23-year-old has been one of Besiktas’ stand out players this season directly contributing to 15 goals – 10 goals, five assists.
Talisca most recently scored in the Istanbul giants 3-0 win over Genclerbirligi on Sunday 2 April.
Benfica loaned Talisca to Besiktas on a two-year deal but he does have a £21 million release clause option.
The Black Eagles are also keen on activating his clause at the end of season as they prepare for the likelihood of another season in the Champions League.
The reigning Turkish champions are first in the league, favourites to win the championship for the second season running.
