The Ligue 1 outfit do however, want Batshuayi on a permanent deal while Fenerbahce want a temporary move.
It remains to be seen whether Chelsea are prepared to sell the striker they signed for £33 million (BBC) just last season.
The powerful striker does have another four-years remaining on his contract.
Fenerbahce have built up close ties with Chelsea after signing players from the club and organising a charity match with the Premier League champions for the victims of the Soma mining disaster.
Batshuayi struggled for regular first-team football this season scoring 11 goals and providing three assists in all competitions.
The striker played just 235 minutes of Premier League football this season but did score the goal that won the Blues the league title.
