The report does state that Fenerbahce value their star man as being worth £15 million.
The 29-year-old has another two-years remaining on his contract and is well settled in Istanbul.
The Milliyet reported that AC Milan who are also interested in Kjaer had a £7 million [€7.5m] bid turned down before the latest round of talks.
Fenerbahce do not want to accept a bid lower than their valuation for a key player in the current system.
Kjaer is coming off the back of another impressive season for Fenerbahce and was named in the Europa League Team of the Group Stages.
The experienced defender has a wealth of international experience for Denmark with 67 caps under his belt.
Kjaer is returning from international duty for Denmark who held Germany to a 1-1 draw and beat Kazakhstan 3-1.
