The Serie A outfit have sent club officials Mirabelli and Fassone to Turkey for talks with the Yellow Canaries.
Fenerbahce have received no shortage of interest for the 29-year-old centre-back.
Arsenal and Liverpool have both been closely linked with the Denmark international.
Turkish-Football recently reported that the Reds are plotting a move for Kjaer since pulling out of the race to sign Southampton centre-back Virgil van Dijk.
Arsenal meanwhile were reported to have made a £10.5 million bid for the centre-back which was turned down according to Fotomac.
The Turkish sports newspaper claim that the Gunners were preparing an improved offer for the defender.
Fenerbahce are aware of the growing interest and have set a £17.5 million valuation on their star man, a source close to the club revealed to Turkish-Football.
The 59-cap Denmark international has made 88 appearances for Fenerbahce since joining from Lille in 2015.
Kjaer was one of the Canaries stand out players in what was otherwise a disappointing season.
The centre-back was named in the Europa League Team of the Group stages.
Fenerbahce topped Group A, ahead of Manchester United, Feyenoord and Zorya.
