The last time the two teams met Besiktas ended up winning 2-0 in Istanbul.
Werner ended up being substituted off mid-way through the first half as he could not cope with the noise from the home fans.
Turkish-Football have already reported that Newcastle are also interested in Tosun and have been scouting him.
The Turkish international is coming off the back of an impressive display against Galatasaray in the Istanbul derby.
The striker scored in the 3-0 victory over Galatsaray.
Chelsea are also interested in Tosun according to Besiktas general secretary Ahmet Urkmezgil.
Urkmezgil said: “Cenk has come so far, he is a great player who has reached the highest level.
“Chelsea sent club officials and a scouting team to watch him during the derby.”
The Istanbul giants have set a £30 million price tag for Tosun to put off interested clubs from trying to sign him in January.
