The playmaker of Turkish origin is however, expected to be match fit in time for the opening match against Mexico on Sunday according to the Sun.
The 29-year-old traveled with the Germany squad to Moscow on Tuesday but there were concerns over his injury.
Germany ended a five-game winless streak against Saudi Arabia with a 2-1 win in Leverkusen, breaking their longest winless run in 30 years.
Manchester City midfielder Ilkay Gundogan was booed by the home crowd as was Ozil in the previous game for taking a photograph with Turkish president Recep Tayyip Erdogan.
Despite facing pressure from sections of the German media and fans both players are likely to feature.
Ozil is expected to keep his place as first-choice playmaker.
