Soldado was closely linked with a move to the Istanbul giants according to TalkSport.
Soldado joined Spurs from Valencia for €30 million back in 2013 but is expected to leave over the summer after struggling to settle in.
The 30-year-old scored just once in the Premeir League this season but still has another two-years left on his current deal with Tottenham.
Tanman did however, confirm that Lokomotiv Moscow striker Oumar Niasse is their number one transfer priority.
“Our first choice is Oumar Niasse,” he added.
The former Akhisar striker is well known to Hamza Hamzaoğlu having worked together with the current Galatasaray boss during his time in Turkey.
Galatasaray have also been closely linked with a move for Arsenal striker Lukas Podolski.
The Lions won the league title last season and will participate in the Champions League group stages for the fourth consecutive season.
