The Istanbul based outfit are keen on a midfielder to add creativity to a team that have at times struggled to open up defensive sides.
Wilshere has struggled for playing time under Arsene Wenger this season making just seven appearances and providing a single assist.
The 26-year-old would end up joining his former Arsenal academy teammate Oguzhan Ozyakup in the Super Lig if he were to make the move.
Wilshere and Ozyakup were part of the Arsenal youth side that won the 2008 Youth FA Cup.
Ozyakup joined Besiktas five years ago going onto become a star player for the Istanbul giants.
The 24-year-old has won the league title for the past two seasons.
The Turkish international also played a key role in Besiktas becoming the first Super Lig side to reach the Champions League Last 16 as group leaders this campaign.
