Basaksehir may believe the deal is wrapped up but Everton have a delegation in Istanbul today still trying to wrap up the transfer.
The Daily Mirror have revealed that Everton director of football Steve Walsh has joined the travelling party.
Tosun will become the most expensive Turkish international to leave the Super Lig if the transfer is completed for the reported £25 million fee.
The 26-year-old started in the Black Eagles 3-1 Turkish Cup win over Osmanlispor on Thursday.
The game was reported as being his final appearance for the Istanbul giants.
Tosun scored in the game taking his overall tally to 14 in all competitions.
