Turan is expected to leave Barcelona over the summer transfer window.
The 30-year-old was dropped from the La Liga giants last five games in all competitions despite being fit.
Additionally recently appointed manager Ernesto Valverde has given the board the green light to sell Turan.
CNN Turk report that Valverde will give Arda Turan, Rafinha, Paco Alcacer, Lucas Digne, Masip and Jeremy Mathieu the green light to leave over the summer.
The attacking midfielder has flirted with the idea of a Premier League move in the past and did recently buy property in London, not far from Stamford Bridge.
Sport claim that Barcelona are prepared to sell Turan and that they would accept £24 million [€28m].
Turan has lifted every domestic trophy in Spain and Turkey as well as the Europa League and European Super Cup.
The Barcelona man would become the first Turkish international player to join Chelsea if he were to make the move.
Turan would be the second Turkish speaking player at Arsenal if the Gunners end up snapping him up – assuming Mesut Ozil stays on over the summer.
