Fenerbahçe have an ageing squad and are expected to bring in younger players over the summer transfer window.
The Istanbul giants could also face competition from rivals Galatasaray who have been keeping tabs on the Costa Rican international for the past two seasons.
Former Galatasaray boss Cesare Prandelli admitted that the club were in talks with Campbell over the summer.
“When I took over we were in talks with Pato, Ibarbo, Doria, Balanta, Marcelo, Douglas, Campbell and Song,” Prandelli told Radyospor.
“Unfortunately none of these transfers materialised.”
Campbell received a number of offers in the summer but Gunners boss Arsene Wenger wanted the 23-year-old to stay at the club.
Galatasaray made an offer however, Arsene Wenger wanted the Costa Rica international to stay in London.
Campbell was loaned out to Villarreal at a later stage in the season after failing to establish himself in the Arsenal first-team.
The Costa Rica international had one goal in 16 appearances for the La Liga outfit this season.
