The Yellow Canaries are currently without a manager following the resignation of Ismail Kartal.
Former Arsenal legend Patrick Viera has been linked with taking over as the next manager of the club as has Unai Emery and Luciano Spalletti.
Fenerbahçe have an ageing squad and are expected to bring in younger players over the summer transfer window.
The Canaries could also face competition from bitter rivals Galatasaray who have been keeping tabs on the Costa Rican international for the past two seasons.
Campbell received a number of offers in the summer but Wenger urged the 23-year-old to stay at the club.
The 23-year-old was loaned out to Villarreal at a later stage in the season after failing to establish himself in the Arsenal first-team.
