“We are talking about an excellent player who is only 22-years-old,” Charnley was quoted as saying.
“But we are talking about a team that will be playing Champions League football next season, it would be tough for him to refuse but we will see what happens.”
The Serbian international has also been closely linked with the Black Eagles Istanbul rivals Fenerbahce but the Chronicle report that no bid have been made.
Per the source, Newcastle would be open to a loan move.
Besiktas won the league title for the second consecutive time this season and booked a place in the Champions League group stages in the process.
Mitrovic struggled for goals last season, netting just four times in the Championship.
The 22-year-old has been in better form for Serbia scoring four times in his last four World Cup qualifiers.
