Sen does have another two-years remaining on his contract but Holstein Kiel are unlikely to be able to hold onto their hot prospect next season.
The Reds are reported to be favourites to sign the youngster.
Sen has been in sensational form for the youth side of the German club scoring 22 times in 23 youth games and providing two assists.
The rising star was born in Germany but is of Turkish origin, like Liverpool star Emre Can.
Sen has the option to play for either Turkey or Germany at international level.
Can was also born in Germany to a Turkish family originating from Afyon, in the western region of the country.
Sen would become the second ethnic Turkish player born in Germany to play for Liverpool if he were to join.
