The 26-year-old is therefore unlikely to make his debut in the Merseyside derby against Liverpool on Friday.
Instead, Tosun is expected to play his first game away to Tottenham in the Premier League at Wembley on 15 January.
The Turkey international is expected to attend the Liverpool clash from the stands to support his new side.
Tosun joins Everton as the most expensive outgoing transfer from the Super Lig. The final fee is expected to reach £27 million.
The Toffees will sign Tosun on a four-and-a-half year deal once he completes his medical.
