Furthermore, Newcastle have tabled an £8 million bid for the 26-year-old striker.
The prolific striker has German citizenship so will not need to apply for a work permit in order to play in the Premier League. Cenk scored an impressive 20 goals in 33 league appearances last season for Besiktas.
The former Eintracht Frankfurt striker has scored five goals in 19 appearances for the Turkey national team.
Tosun has however fallen down the pecking order at Besiktas following the signing of Spain international striker Alvaro Negredo from Valencia.
Newcastle United take on Swansea City when the Premier League returns on September 10.
Sounds par for the course. Some club offers £10m – we offer £8m.
